Why are only three of my brand new skateboard wheels hitting the ground?

I just bought a ccs black complete a few days ago! They put it together! When I set it flat on the ground, only three wheels touch if I lean it the opposite direction, the same thing happens but just with the opposite wheel! What should I do? All wheels touch when I skate it!!
